Introduction of the eConsignment Note (e-TTN): implementation of the project in martial period

On August 1, 2022, the use of e-TTN should have become mandatory for all road freight transportation within Ukraine, but russia’s full-scale invasion of Ukraine impacted the digitization of the transportation process and postponed the implementation of the project. Let us remind, that the eConsignment Note (eTTN) is the only document for all participants of the transport process, intended for accounting of goods and material values on the way of their movement, calculations for transportation of cargo and accounting of the performed work.

The purpose of the e-TTN project implementation is to increase the transparency of the transportation process, which significantly simplifies and accelerates the interaction between the consignor, the carrier and the cargo receiver. All transactions will be available to participants in real-time mode.

According to preliminary calculations of the Ministry of Infrastructure, the e-TTN annually will help to save businesses up to 740 million UAH on printing and shipping of paper form of consignment notes. In addition to the financial economy, the time required for delivery of documents will be reduced by 90%.

In addition to significantly simplifying the process of road freight transport, e-TTN also affects the reduction of corruption risks. It also increases  the level of quality and transparency of the transportation process, improves business conditions and contributes to the development of the industry.

As the Ministry of Digital Transformation of Ukraine notes, the creation of the e-TTN system will be a step toward the transition from paper to electronic TTN document form and significant progress in document circulation not only according to Ukrainian, but also to European standards, as it will bring harmonization of Ukrainian legislation in line with EU legislation on cargo transportation.

These obvious advantages of the e-TTN are the driving force for the project team – the Ministry of Infrastructure of Ukraine, the Ministry of Digital Transformation of Ukraine, the USAID / UK aid Transparency and Accountability in Public Administration and

Services/TAPAS Project and the NGO “Institute of Analytics and Advocacy” – to unfreeze activity on the project, in view of the amount of work performed as of February 24, 2022.

After a forced pause in e-TTN implementation, in June 2022, the Ministry of Infrastructure of Ukraine conducted a survey involving 160 companies in the transport sector. They gave answers to the most important questions concerning business readiness for e-TTN implementation. According to the poll results, 89,9% of respondents are ready to join the e-TTN system testing, while 83,8% of businesses are ready to join the testing in 2022, despite the difficult situation. This confirms the readiness of the business to take an active part in the realization of the object concerning the full transition to the use of electronic form of TTN, which will become mandatory immediately after our victory and the abolition of martial law.

It should be noted that in the context of full-scale military aggression e-TTN implementation is especially crucial, because among other things it promotes greater mobility of business, which, in particular, was forced to break into safe areas. E-TTN implementation optimizes document flow and improves logistics efficiency.

For example, speaking about the key further steps in the realization of the project for the next few months, it is worth noting the beginning of testing providers, which will anticipatedly begin by the end of October. It is expected that by the end of November-December the testing of providers will be completed, and in December the system is planned to be put into test operation. Now the main task of the project team is to implement the system and make corrections to the technical component of the system, as well as to acquaint the business with the innovations within using the electronic form of TTN.

The implementation of e-TTN is carried out in partnership with the Ministry of Infrastructure with the support with the Ministry of Digital Transformation and the USAID / UK aid Transparency and Accountability in Public Administration and Services/TAPAS Project and with participation of the NGO  “Institute of Analytics and Advocacy”, which for the period of realization of the project is the administrator of e-TTN system.
